Default Subdivision & Performance but no Payment?

What reason is there that a City would require a Subdivision Bond and a Performance Bond but no Payment Bond? As a subcontractor, can I collect unpaid money from a subdivision or performance bond if there is not a payment bond? I am in California.

Typically, the performance and payment bond are underwritten and issued together. Are you sure there is no payment guarantee?

The subdivision bond guarantees the roads, sidewalks, and sewers. There is no guarantee of payment to subs from surety for them.

I have a copy of the Performance Bond and it says nothing about payment. This is the first job we have come across with one and not the other. I have never come across a Subdivision Bond though.
