    Why do some bonds have continuation certificates issued and some dont?

    It really depends on the bond language. Some language states that bonds are continuous until canceled, so that particular bond would not need a continuation certificate.
    Some bond language states that the bond must expire on a specific date or that a continuation certificate must be issued every year.
