What is a counter signature? And Why is it needed?

Some states require that their bonds be signed by a resident agent of their state. Most states are retaliatory - which means if the agent's state doesn't require counter signing - then the bond doesn't need to be countersigned. Unfortunately, there are still a few states that are sticklers for having the bond signed by one of THEIR agents. Kind of a silly requirement.
