Default Becoming a bonding co

Is is possible for a Investment company to be able to issue bonds for a sister construction company who is in need of a surety performance bond?

I'm confused...the Investment Company is issuing bonds? I don't think that can happen. Any substantial bonding company has to be approved by the Federal Government - and be named on the 570 T-listing.
