Default Indian Reservation

Why is it that you do not have a market for contract bonds being required by Indian reservations?

I believe it's because Indian Reservations have their own laws that tend to be different from the normal State's laws. I'm sure there is a Surety out there who specializes in these bonds, we just don't have access to any.
