Default Subdivide with land for collateral?

hi i'm doing a small project of 9 single family residence in lancaster, california. the funds to do the actual construction are in an offshore account and the land that i'm working on is fully paid off and all the maps and plans have been approved. i was wondering if i could be approved for a subdivision bond by putting the land as a collateral. and if yes what are your rates?
