I have a small construction company in New York. I am required to have a performance bond for $180,000. I know you are not able to do this in NY, but the work is being done in New Jersey. Can you do this based on the fact that the work is in NJ even though the company is based out of NY?

Most likely - yes. Especially if your company isn't in and around New York City. Best way to find out is to submit an application.
