Default Canadian Oil

I have heard that oil drilling stations as well as refineries are being established by American companies with an American Government backing in Canada. If I wanted to bring up my companies to work on building the facilites would I need a Canadian bond since we would be on their land or an American bond since it's American money being used? If it is an American bond, wouldn't this be considered international bonding? If it is a Canadian bond, can they write one for us?
