Default Partnership or Proprietorship?

I want to start a car dealership but the second owner/investor of my company is a resident of Puerto Rico. Can you help me write this as a partnership or should I just put the whole company under my name?

Citizenship is a requirement and your partner would need to have a social security number. Though an unusual circumstance, we would gladly submit this to Surety for consideration.
