Does my company have to be licensed before I can apply for a bond? Or can I obtain a bond prior to getting my license?

Nope - you can absolutely submit an application prior to getting your license so you have an idea of the premium that will be charged. In most cases, you actually need to have the bond prior to getting your license - not always - but frequently.
