New Jersey Mortgage Broker Bond

I am trying to find an agency to write the $100,000 mortgage broker surety bond required by NJ for my license. I have been denied by several agencies giving various reasons; it's a new business, my credit score isn't over 700, and the third one declined due to my lack of home ownership.
