Default Never Submitted Bond

I never submitted my original bond to the State. Can I get a refund for the first year's premium?

In some rare situations, yes. It depends upon what Surety wrote the bond originally. In some instances, IF the bond has never been turned into the State, it is possible that a refund could be made. There are really a number of factors that would determine refunds. As a rule, though, it's best to assume that the first year of premium is fully earned with no refund. Doesn't mean it's possible - just not likely.
