What does it mean when you ask for a resume of the manager responsible for the day-to-day operations of the business? We are a new company so the day-to-day operations haven't started yet.

It would be whoever is going to oversee the operations once up and running. If it is a sole-proprietorship, it would be you. However, some companies hire an employee to manage company operations so they can focus on growing their business. The surety simply wants to ensure that the manager knows how to run a business in your industry.
