Default Company Registered with State?

Do I have to have my company registered with the state before I apply for a surety bond?

Default Apply prior to being licensed

You can certainly apply for a surety bond prior to being licensed with the state. But I would make sure you qualify with the state to have your license before the actual purchase of a surety bond. The majority if not all sureties have a non-refundable fully earned first years premium policy.
