In what type of situation would a claim arise? Who would make the claim, and to whom?

A claim could be filed if the principle has done or is doing anything fraudulent. The claim would be presented by anyone doing business with the principle and is brought to the attention of the obligee

Default Fraudulent

In the broadest sense, a fraud is a deception made for personal gain or to damage another individual. Defrauding people of money is presumably the most common type of fraud

If a person was wronged by a business that was bonded... should they file their complaint with the obligee or directly with the surety company?
