Our client in Hong Kong has required us to issue a performance bond because we are requiring a down payment to begin their project. They gave us the name of their bank on Hong Kong so we proceeded to get our bank in the US to issue a performance bond to their bank with the client listed as the beneficiary.

Their bank has since returned a note to us that says "WE ARE SORRY THAT WE DO NOT ACCEPT YOUR APPLICATION FOR REQUESTING OUR BANK TO ISSUE THE MENTIONED LETTER OF GUARANTEE AS THERE IS NO PRIOR ARRANGEMENT HAS BEEN MADE AND WE HAVE TODAY CLOSED THIS FILE ACCORDINGLY."

Can someone help explain the problem? We are not sure how to proceed with getting this situation rectified so the performance bond can be issued to our client.
