Default Two Licenses

I have a contractor license bond for the state I live in but a city I was considering to do work in is also requiring a bond. Wouldn't my bond for the state meet the requirements?

It's rare, but some cities do require a separate contractor license bond for their particular city. Usually the cities that require it are within a state that doesn't require it - for example, Ohio and Texas. I would recommend double-checking with the city to be sure that a separate bond is definitely required in your case.
