Default Non-Resident Contractor

I need to get a Non-Resident Contractor Bond to do some work in New Castle County, Delaware. Should I apply under "commercial bonds" or " contract bonds"?

If New Castle County is requiring a bond of you to do work in their county, then you apply under commercial bonds (specifically contractor license). If you are doing work FOR New Castle County, then it would be contract bonds.
