Do all states and localties require a bond for a contractor to operate in a particular location?

I would say that probably most states require contractors to be licensed and bonded. As far as localities are concerned, I don't think as many require bonds, especially if you have a state license and bond. It's best to check with the state you are doing work in as well as the locality to see what, if any, bonding requirements there are.
