Bid - Certified Check

I am going to be bidding on a job by certified check. If I am awarded the job, does the obligee return the check to me before I start the performance and payment bond?

The cash you posted is required to guarantee that you can and will provide a performance bond to guarantee the work. Therefore, the cash is not returned until you post the performance bond.
