You won't be able to obtain a guardian bond for your brother's VA benefits without a court order appointing you as his guardian/conservator. If you're unable to qualify for the bond, the resident facility where he resides may have an administrator who can serve in that capacity. There is also a public administrator in each County that can be utilized. The purpose of the appointment is to hold someone responsible for the use of the funds being paid to support and maintain your brother. The bond underwriter must ascertain that the guardian has been properly appointed and instructed on the guidelines for administration of the funds and fulfilling the reporting requirements.
